An invitation to pause, reflect and take a stand

We are living through a decisive moment. The digital world is no longer a parallel environment: it is the space where we exercise citizenship. Digital rights are rights. This congress was created to understand, question and act collectively. Because the digital future is not predicted: it is built today, through shared responsibility and the common good.

Key themes

Cybersecurity has become a key element in protecting digital rights and technological sovereignty. In an increasingly digitalised environment, cyberattacks affect critical infrastructures, institutions and citizens alike. This topic explores the security challenges of cyberspace, the geopolitical impact of cyber warfare and the need for international cooperation to ensure safe and resilient digital environments.

Freedom of expression and informed participation are essential pillars of democracy. However, the expansion of digital platforms has intensified phenomena such as disinformation and algorithmic manipulation. This topic examines how to guarantee an open, plural and responsible public debate within a media ecosystem shaped by massive information flows and new forms of digital influence.

The management of digital identity and the protection of personal data lie at the centre of the relationship between citizens, governments and companies. The widespread use of tracking, geolocation and profiling technologies creates new challenges for privacy. This topic reflects on how to balance technological innovation with fundamental rights, ensuring transparency, consent and control over personal information.

Artificial intelligence is redefining work, privacy and the boundaries of fundamental rights. Its impact raises dilemmas around automation, surveillance, algorithmic bias and technological accountability. This topic explores how to foster AI innovation with democratic safeguards, promote appropriate ethical and regulatory frameworks and strengthen digital literacy so that citizens can understand and engage with these technologies.

Children and young people are growing up in a digital environment that offers great opportunities but also significant risks. Social networks, platforms and connected devices are part of their daily lives. This topic explores how to ensure safe and balanced digital environments by involving families, institutions and technology companies in promoting responsible use that protects the wellbeing, development and rights of minors.
