It will bring together government representatives, public and private institutions, and some of the most influential voices in technology, ethics and digital governance<\/em><\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><em><strong>Yael Eisenstat<\/strong>, a technology policy expert and former Facebook executive; <strong>Carl \u00d6hman<\/strong>, a researcher at the Oxford Internet Institute and a leading authority regarding digital legacy; and <strong>Carissa V\u00e9liz<\/strong>, a philosopher and author specialising in digital ethics and privacy at the University of Oxford, are among the featured speakers<\/em><\/li>\n<\/ul>\n\n\n\n<p>Barcelona will become the global epicentre of digital rights from 13 to 14 May with the <strong>first International Digital Rights Forum<\/strong>, organised by the Government of Spain and Mobile World Capital Barcelona within the framework of the Digital Rights Observatory. Government representatives, institutions, leading international voices in digital research and thought, as well as academics, companies and civil society organisations, will gather at the Llotja de Mar to address the key challenges of the digital age.<\/p>\n\n\n\n<p>According to <strong>Jes\u00fas Herrero<\/strong>, General Director of Red.es \u2014 part of the Ministry for Digital Transformation and the Civil Service through the Secretariat of State for Digitalisation and Artificial Intelligence \u2014 \u201cthis first International Summit highlights the need to raise awareness of digital rights and make them accessible to all citizens. The commitment of institutions, together with society, is key to moving towards a more just, secure and human digital future.\u201d<\/p>\n\n\n\n<p>The event will feature distinguished speakers, including <strong>Yael Eisenstat, <\/strong>a technology policy expert and former Facebook executive, who spent 10 years at the CIA and served as a national security adviser to Joe Biden; <strong>Carl \u00d6hman<\/strong>, a researcher at the Oxford Internet Institute who specialises in AI governance and digital ethics; and the philosopher <strong>Carissa V\u00e9liz<\/strong>, who specialises in digital ethics and privacy at the University of Oxford and is the author of <em>Privacy Is Power<\/em> (2021) and \u201cI, Prophecy: Prediction, Power, and the Fight for the Future, from Ancient Oracles to AI\u201d (April 2026).<\/p>\n\n\n\n<p>Other notable speakers include <strong>Anu Bradford<\/strong>, an academic specialising in international law, digital regulation and global economic policy; <strong>Cory Doctorow,<\/strong> a digital rights activist and journalist specialising in privacy; <strong>Daniel Innerarity<\/strong>, director of the Governance Institute in San Sebasti\u00e1n; and <strong>Erika von Holstein<\/strong>, adviser on AI to the Government of Spain, among others.<\/p>\n\n\n\n<p>Faced with a scenario in which <strong>40% of citizens<\/strong> are still unaware that their fundamental rights must also be protected in the digital sphere (Eurobarometer 2025), the <strong>First International Digital Rights Forum<\/strong> has been created with the aim of promoting awareness, trust in innovation, and a digitalisation that places people at its centre.<\/p>\n\n\n\n<p>\u201cWith this forum, Barcelona once again leads the global debate on technology. In a context where digital rights, data protection and privacy are key, we are bringing together leading voices to move towards a regulatory framework that fosters trust and security among citizens,\u201d explains <strong>Francesc Fajula<\/strong>, CEO of Mobile World Capital Barcelona.<\/p>\n\n\n\n<p>For her part, <strong>Luisa Alli<\/strong>, General Director of the Hermes Foundation and spokesperson for the Digital Rights Observatory, highlights that \u201cat a time when technology is reshaping freedom, opportunities and risks, digital rights must be regarded as a democratic and social priority. This summit has been created to promote a more ethical, more human and more rights-based digital governance, capable of protecting citizens and strengthening trust in innovation.\u201d<\/p>\n\n\n\n<p><strong>From the protection of minors to the challenges of AI<\/strong><\/p>\n\n\n\n<p>The programme will be structured around five key challenges in the digital ecosystem: the protection of minors; freedom of expression and disinformation; cybersecurity and technological sovereignty; identity and privacy online; and the ethical and labour implications of artificial intelligence.<\/p>\n\n\n\n<p>In addition to keynote speeches and panel discussions over the two-day conference, the event will also feature parallel activities open to the public, such as workshops and panels with a practical, educational focus.
